GNYHA and 1199SEIU Oppose House Reconciliation Bill That Dramatically Harms New Yorkers and their Healthcare

This morning, the House of Representatives passed the One Big Beautiful Bill Act of 2025, a budget reconciliation bill that calls for one of the largest cuts to healthcare in American history. If successful, more than $900 billion will be cut from Medicaid and the Affordable Care Act over a decade, which will have serious consequences for the health and economic prosperity of New Yorkers:

  • New York and its healthcare providers, such as hospitals and nursing homes, will lose over $13.5 billion in annual funding, a cut that will harm access to services for everyone, not just those on public insurance

  • The federal government will drastically restrict eligibility and funding for the Affordable Care Act’s Essential Plan, causing over 225,000 low-income New Yorkers to lose their health insurance

  • More than a million New Yorkers stand to lose their Medicaid coverage due to burdensome work requirements and eligibility checks

  • Critical financing mechanisms such as provider taxes and state-directed payments are dismantled, further damaging the viability of New York’s healthcare system

Despite what some members of Congress have claimed, these wrenching cuts to Medicaid and the Affordable Care Act will not address waste, fraud and abuse, and they will not decrease the need for healthcare services.

 

Our fight is not over. The bill now moves to the Senate, which will craft its own reconciliation legislation. Later this summer, the House and Senate will reconcile their bills and bring them to President Donald Trump, to sign them into law. In the meantime, we will continue to fight for quality, affordable healthcare for all New Yorkers.
